The chances are that if you’re reading this post, you’ve just blown up the Phantom lorry cab in the Cayo Perico Longfin preparation…
Either way, there are a several options available to find a true cab when you need one.

Personal vehicle
You can purchase a Phantom from Warstock from your phone and then request it from your mechanic whenever you need one. In fact, if you’re doing the Longfin prep it means you don’t need to steal one of the Phantoms indicated by Pawel on the map at all, as you can have one delivered to you straight outside the police station, saving you time.
Outside of the preparation mission, the Phantom Wedge is one of the most entertaining vehicles in the game as it’s very strong and will cause all kinds of spectacular carnage as you catapult vehicles out of your path.
Docks/Paletto Bay
In normal gameplay, you can find truck cabs driving around the extensive docks area in the south of the map at the Port of Los Santos or in the garage in Paletto Bay in the north west. However, when you’re doing the Longfin mission these are very hard to find and it takes persistence to find one.
Garage
The other alternative is to go to the docks outside of the mission itself and then steal a truck cab and store it in your garage. Again, you can then summon it via the Interaction menu whenever you need it for the Longfin mission itself.
